Completed Years = Anniversary Years (12 Completed Months Each) + Remaining Months & Days
For leap-day birthdays or starts (February 29), non-leap anniversary years clamp to February 28 under this standard convention.

Frequently Asked Questions
Why not just subtract the two year numbers?
Subtracting year numbers alone overstates completed years if the annual anniversary has not yet occurred in the ending year. Full dates are required.
Does a leap year change the completed-year count?
A leap year adds 1 day to the total elapsed day count (366 days), but completes exactly 1 calendar year on its annual anniversary.
Is this the same as decimal years?
No. Decimal years require a chosen day-count convention (such as Actual/365 or 30/360). This tool reports calendar years, months, and days.
